Bulahdelah Highway Service Centre Planning Agreement Reference Group

We are seeking nominations from members of the community who would like to become part of our Bulahdelah Highway Service Centre Planning Agreement Reference Group.

Members will identify a prioritised package of proposed improvements to Bulahdelah that may be included in a Planning Agreement associated with the Planning Proposal.

Anyone is welcome to nominate themselves or someone else to be a part of this group.

Background

At its Strategic Committee Meeting on 13 June 2018 Council gave in-principle support for a Planning Proposal which sought an Additional Permitted Use for a Highway Service Centre at the northern entrance to Bulahdelah.

The Planning Proposal included, among other studies, an Economic Impact Assessment (EIA) that addressed the economic impacts on the township of Bulahdelah. The Planning Proposal identified that any detrimental economic impacts the proposed Highway Service Centre would have on the Bulahdelah business community could be off-set by the negotiation of a Planning Agreement.

At the 13 June 2018 meeting Council resolved to “note the commitment of the proponents to enter a Planning Agreement for township improvements and that the Planning Agreement be developed with the Chamber of Commerce and community after a gateway determination is issued”.

At its Ordinary Meeting on 31 October 2018 Council resolved to forward the Planning Proposal to the NSW Department of Planning, Industry and Environment (DPIE) seeking a Gateway Determination. A Gateway determination as made by the DPIE on 11 July 2019 advised that the Planning Proposal should not proceed. Following the proponent's request for a review of this determination, the matter was assessed by the NSW Independent Planning Commission and the proposal was recommended to proceed past the Gateway Stage. Accordingly, a revised Gateway Determination dated 20 March 2020 supporting the Proposal was issued.Among the Conditions of the Determination was that the Planning Proposal include, prior to exhibition: “details of the draft planning agreement outlining the proposed street improvements including landscaping, additional facilities and infrastructure for RV/caravans, a business assistance package and local promotions of the area.”

The Reference Group

The purpose of the Bulahdelah Highway Service Centre Planning Agreement Reference Group is to identify a prioritised package of proposed improvements to Bulahdelah that may be included in a Planning Agreement associated with the Planning Proposal.

This information will then be utilised by Council and its Consultant to negotiate a Planning Agreement with the proponent that, once endorsed by Council, will be included with the Planning Proposal for Public Exhibition.

This Reference Group will dissolve upon execution of the Planning Agreement and in no way will be involved in the negotiation of the Planning Agreement or responsible for the carrying out of any works or auditing and/or monitoring progress. 

The Bulahdelah Highway Service Centre Planning Agreement Reference Group will provide guidance to Council on the following (but not limited to) key areas:

  • Identifying street improvements to Bulahdelah, including landscaping.
  • Identifying additional facilities and infrastructure for RV/caravans.
  • Identifying business assistance package options.
  • Identifying options for local promotions of the area at the Highway Service Centre.
  • Identification of other improvements to Bulahdelah.
  • Prioritising the list of improvements.
  • Engaging with the community to ‘test’ the list and priorities.
  • Providing a final priority list of improvements and recommendations on the business assistance package and local promotions options.
